A strategy is not a catalog of action steps. A strategy is ultimately not even a plan. It is a decision to exploit a situation by doing A rather than doing B, and it is executed by consistently making decisions that support A rather than B, C, D, E, etc.
A strategy therefore is an initial choice leading to consistently making decisions aligned with that choice.
